Project Documentation and Outreach
The Pilot Teams will document their project results and lessons learned upon
completion of the Testing and Analysis phase. Pilot Team members will then report out their results at the
fourth Stakeholder meeting. The Effluent Trading team has already reported its results in the report,
"Sharing the Load: Effluent Trading for Indirect Dischargers."
As the whole New Jersey Chemical Industry Project and each of the Pilots begins
to achieve substantive success, it is important to get the word out both in New Jersey and nationally so that
others can learn from our work. We have clearly been shown to be leaders in each of our pilots as well as in
our cooperative working technique, and we can help others implement efforts in their areas that help improve
the environment, are more cost-effective, and which address community concerns.
In recognition of our achievements to date, the New Jersey Chemical Industry
Project and all twelve of our Stakeholder companies were named Environmental Champions in the second McGraw
Hill Environmental Champions Awards.
Our twelve companies were among thirty-eight companies that were honored
in a ceremony in New York on November 19, 1997, where the awards were presented by Vice President Al Gore's
National Performance Review and EPA's Office of Reinvention Director Chuck Fox. Catherine Tunis attended and
congratulated each of the awardees.
McGraw Hill prepared a special report on the Environmental Champions Awards
as a supplement to Chemical Engineering and Environmental Engineering World, which contains one-page
features for each of our Stakeholder companies. The EPA web site has a description of the Environmental Champions

Some of our outreach efforts are highlighted below:
- Dan Fiorino, Director of the Industry Strategies Division, and Wayne Tamarelli, owner of Dock Resins, were interviewed about the project by the cable CNBC News show "How to Succeed in Business." The piece aired September 7 and 8, 1996 and focused on the difficulty of complying with environmental requirements for small businesses and noted that our projecct is looking for ways to improve dialogue and environmental protection.
- Jim Murphy of NJ DEP gave a brief overview of the Effluent Trading Pilot at the Pretreatment Program Implementation Workshop held October 1 and 2, 1997 by the NJ DEP, Bureau of Pretreatment and Residuals.
- Frank D'Ascensio (PVSC) and Catherine Tunis (US EPA) gave a joint presentation on the Effluent Trading Pilot at the Association of Metropolitan Sewerage Authorities/EPA Pretreatment Coordinators Workshop in November, 1997.
- Catherine Tunis gave a presentation on the whole NJ Chemical Industry Project at the EPA Pollution Prevention/Green Manufacturing conference in Atlanta in November, 1997.
- Catherine Tunis also spoke about the project at the Chemical Industry Council of New Jersey Environment Committee meeting in Trenton, NJ in January, 1998.
- On March 4, 1998, Frank D'Ascensio of Passaic Valley Sewerage Commissioners spoke about the Effluent Trading Pilot to a session of the NJ Water Environment Association (a local affiliate of the Water Environment Federation) at Tinton Falls, NJ.
- Jim Murphy and Frank D'Ascensio spoke to the NJ State Bar Association about the Effluent Trading Pilot on March 25, 1998.
- Andy Bellina (EPA Region 2), Shih Chang (NJ Department of Environmental Protection), and Catherine Tunis spoke about the Materials Recycling Pilot at the EPA Region 3 Waste Minimization Conference in Philadelphia on August 4, 1998.
