Brett Baden |
| |
Dr. Baden conducts economic analysis and program evaluation on a variety of topics, using rigorous methodological techniques to analyze a variety of types of data, and presents the results in language accessible to researchers, media, the business community, and public officials. He has produced reports for federal, state, and local officials, policy think tanks, and business leaders and provides expert testimony on real estate analysis, program evaluation, and cost-benefit analysis. Dr. Baden received an M.A. and Ph.D. in public policy from the University of Chicago. He holds dual bachelor’s degrees (magna cum laude and Phi Beta Kappa) in economics and history from the University of Washington. He has taught economics and statistics as an Assistant Professor at Tufts University and the New Jersey Institute of Technology. He is the author of several papers on a diverse range of subjects including environmental justice, Smart Growth tools, housing markets, pollution remediation, and fisheries management.

Christopher W. Chan |
| |
Mr. Chan has a substantial experience conducting financial, economic, and engineering analyses of damages and liabilities, particularly in an environmental context. He has managed and executed such analyses in complex litigation settings under adverse conditions, with experience in cases involving regulatory compliance, insurance claims, cost allocation, and disclosure of liabilities. His project experience ranges from evaluating cleanup liabilities at gas and electric utility sites to assessing natural resource damages and examining practices and trends relating to the financial disclosure of environmental and product liabilities. Mr. Chan worked previously as an environmental engineer, managing projects and providing technical guidance in the areas of waste and wastewater management, remedial systems design and implementation, environmental performance reporting, emergency response, spill prevention, and environmental impact planning in the United States, former Soviet Union, and Asia. Mr. Chan holds a B.S. in Mechanical (Aeronautical) Engineering from the University of California at Davis, an M.S. in Environmental Engineering and Science from Stanford University, and an M.S. in Engineering Management from Stanford University.

Rachel Levine DelVecchio |
| |
Ms. DelVecchio applies her strong background in sedimentology, toxicology and ecology to work focused on the science behind natural resource damage assessment, the generation of supporting evidence for environmental litigation, and the application of technical information to support environmental policy and regulation. Ms. Delvecchio holds a B.A. in Earth and Environmental Science from Wesleyan University and a joint Masters of Engineering in Ocean Engineering with a concentration in Marine Systems from the Massachusetts Institute of Technology and the Woods Hole Oceanographic Institution.

Neal A. Etre |
| |
Mr. Etre has a strong background in environmental policy analysis and geospatial analysis, with an emphasis on geographic modeling and database management. At IEc, Mr. Etre concentrates on developing spatial tools to support regulatory impact analysis, cost-benefit analysis, life-cycle analysis and the development of performance and efficiency measures. Mr. Etre holds an A.B. in biology from Bowdoin College and a Master of Environmental Management degree from Yale University.

Maura J. Flight |
| |
Ms. Flight applies her transdisciplinary background to the analysis of costs and benefits of proposed environmental and natural resource policies, and on issues related to valuing reduced ecological and human health risk. Her education and experience in both the natural and social sciences allow Ms. Flight to effectively communicate to diverse decision-makers the less transparent costs and benefits of proposed policy directions in order to ensure a complete accounting of tradeoffs associated with regulatory alternatives. She focuses her analytic skills on economic and environmental problem solving in the context of species and habitat management, air quality regulation, water policy, and conservation planning. Ms. Flight holds a B.S. in Environmental Science with a concentration in Biology and a M.S. in Economics with a concentration in Ecological Economics from Rensselaer Polytechnic Institute.

Leslie K. Genova |

Dr. Jones has a strong technical background, which she applies to natural resource damage assessment and environmental policy analysis projects. Dr. Jones holds a B.A. cum laude in chemistry, with a concentration in biochemistry, from Washington University in St. Louis. She received her Ph.D. in Inorganic Chemistry from the Massachusetts Institute of Technology (MIT), where she also studied environmental policy in the Technology and Policy Program.

Ms. Lee specializes in the fields of environmental finance, natural resource economics, and environmental policy analysis. At IEc, Ms. Lee has worked with a wide range of clients providing economic analysis in the support of natural resource damage assessment, cost benefit analysis of environmental regulations, and regional economic analysis. Ms. Lee is also experienced with issues related to financial responsibility and has conducted trainings and seminars in financial responsibility for EPA and State regulators. Ms. Lee holds a B.S. in Biology with a concentration in ecology and environmental biology from the University of California at San Diego and a M.E.M. in Environmental Policy and Management from Yale University.

Cynthia J. Manson |

Ms. Manson has a strong background in policy and financial analysis, with additional experience in technical consulting in natural sciences. Her work at IEc focuses on the analysis of the costs and the environmental, human health, and economic benefits and impacts associated with environmental regulations, and on the regional analysis of economic, environmental, and social impacts related to development, forestry, and other activities. She holds a B.A. in History from Yale University and both an M.S. in Natural Resources Policy and Management and a M.B.A., with a specialty in Corporate Environmental Management, from the University of Michigan.

Tracy Dyke Redmond |

Ms. Dyke Redmond specializes in environmental policy analysis and has a strong background in environmental management and planning. As a Senior Associate at IEc, she focuses on analysis of strategies to improve businesses' environmental performance, performance-based environmental programs, and innovative environmental regulatory strategies. Ms. Dyke Redmond also conducts evaluations of EPA and state programs designed to improve environmental performance through voluntary measures, compliance assistance, grants, and enforcement actions. Ms. Dyke Redmond holds a B.A. in environmental studies and biology from Oberlin College and a Master in City Planning from the Massachusetts Institute of Technology. She belongs to Phi Beta Kappa, the national honor society.

Alexandra E. van Geel |

Ms. van Geel specializes in planning and coordinating scientific evaluations in conjunction with natural resource damage assessments. Clients appreciate her analytic and project management skills, which she brings to bear in a variety of contexts ranging from the identification and oversight of the efforts of outside experts, to habitat equivalency analysis and the provision of a range of legal case management services. Ms. van Geel holds a B.A., summa cum laude and Phi Beta Kappa, in molecular biology from Princeton University. She pursued environmental studies at Murdoch University in Perth, Australia on a Fulbright Scholarship for one year. She also holds an M.S. in biology from MIT.

John C. Weiss |

Mr. Weiss has more than 15 years of experience providing consulting services to clients who face complex challenges amidst uncertain data, dynamic political conditions, rapid technological change, and competing stakeholder interests. His expertise in natural resource damage assessment is frequently called upon by his clients in both case-specific and program development contexts. He is also well-regarded for his analytic and communications skills, which he has applied to issues ranging from hazardous waste site remediation policy to renewable energy and energy efficiency. Mr. Weiss received a B.A. in Geological Sciences from Brown University and a Master of Science degree in Technology and Policy from the Massachusetts Institute of Technology.
