  Jennifer R. Baxter
  Ms. Baxter designs and conducts economic assessments in support of public policy development and environmental litigation. In the public policy arena she focuses on analyzing the costs and benefits of complex and innovative federal and state regulatory programs, particularly proposed regulations affecting public and private resource and land use, homeland security, and public health related to environmental contaminants. Ms. Baxter's significant expertise in the area of regulatory analysis is reflected in her work on state-of-the-art methods and guidance development. She also provides expert witness support for a wide-range of clients involved in complex environmental litigation. Ms. Baxter holds a B.A., magna cum laude, With Distinction, and Phi Beta Kappa in Environmental Science from Boston University and a M.E.S. in Environmental Policy and Management from Yale University.   Gail B. Coad
  Ms. Coad's practice focuses on economic and financial analysis of business, municipal and individual response to governmental requirements. Ms. Coad is qualified to testify in Federal District Court on financial issues related to the economic benefit and financial impacts of environmental requirements. In addition to over 15 years of consulting experience with IEc, Ms. Coad worked in the federal government for fourteen years, including senior career managerial positions at the U.S. Environmental Protection Agency and the U.S. Office of Management and Budget. She holds a B.A. from Connecticut College, and a M.B.A. from the Graduate School Business at Stanford University, Palo Alto, California. (gbc@indecon.com)

  Mark S. Curry
  Mr. Curry specializes in natural resource damage assessment and environmental enforcement. Mr. Curry's damage assessment experience includes injury assessment, restoration planning and scaling, and economic valuation. Mr. Curry also has extensive experience in litigation management and federal practice and procedure. Mr. Curry earned his B.A. in Economics from the University of Missouri and his M.P.A. in Environmental Regulation from the School of Public and Environmental Affairs at Indiana University.   Michael C. Donlan
  Mr. Donlan is an expert in managing multidisciplinary natural resource and economic damage assessments. Mr. Donlan's work has involved all phases of the damage assessment and valuation process, including the identification, determination and quantification of natural resource injuries; the establishment of pollutant pathways linking pollutant sources with specific environmental receptors; the identification and evaluation of restoration options; calculation of the appropriate scale of restoration; costing of restoration alternatives; and, estimation of economic damages. Mr. Donlan graduated magna cum laude from Dartmouth College with a B.A. in Geography modified by Economics. Mr. Donlan also holds an M.B.A. from Stanford University. (mcd@indecon.com)

  Mark D. Ewen
  Mr. Ewen has a strong background in applied economics, empirical methodologies, and financial analysis. At IEc, Mr. Ewen focuses on case management and economic damages estimation in a variety of litigation contexts, regulatory and environmental economics, and financial analysis. Within his areas of expertise, Mr. Ewen has been qualified as an expert witness before judicial and regulatory bodies. Mr. Ewen holds a B.A. summa cum laude in Economics and Political Science from the University of North Dakota and an M.P.P. from the University of Michigan. (mde@indecon.com)

  Angela J. Helman
  Ms. Helman has extensive experience as an environmental policy analyst, with a focus on economic analysis, program evaluation and performance measurement. As a Principal at IEc, she specializes in the development , implementation, and evaluation of compliance-based and voluntary environmental protection policies, and on the analysis of the economic, environmental, and social impacts of urban development practices. Ms. Helman holds a B.A. in political science from Tulane University and a M.A. in Urban and Environmental Policy from Tufts University. She belongs to Phi Beta Kappa, the national honor society.   Daniel E. Hudgens
  Mr. Hudgens has extensive experience in coastal and marine policy analysis and the development of information management techniques. Mr. Hudgens' work frequently focuses on developing database and Internet-based tools to effectively manage, store, and share information and conducting economic cost and benefit estimation analyses. He also has considerable experience using GIS software to perform spatial analysis and produce presentation-quality maps. Mr. Hudgens holds a B.S. with Honors in Natural Resources from Cornell University and a M.S. in Environmental, Coastal, and Ocean Sciences from University of Massachusetts, Boston (dhudgens@indecon.com)

  Robert D. Knecht
  Mr. Knecht specializes in the practical application of economics, finance and management theory to issues facing public and private sector clients. Mr. Knecht has over 25 years of consulting experience, focusing on the energy, metals, and mining industries. He is currently most actively involved with regulatory issues in the electric and natural gas business, and he continues to participate in strategic and business planning studies, project evaluations, general litigation matters and policy analyses. As Treasurer of IEc, Mr. Knecht is responsible for the firm's accounting, finance and tax planning, and is also the administrator of the firm's retirement plan. Mr. Knecht holds a M.S. in Management from the Sloan School of Management at M.I.T., with concentrations in applied economics and finance. He also holds a B.S. in Economics from M.I.T.   Joan K. Meyer
  Dr. Meyer's expertise is in applied economics, financial analysis, and damages assessment. She provides analytical support for environmental enforcement cases, including the evaluation of the ability of businesses and individuals to pay civil penalties or environmental costs and the estimation of the economic benefit gained by companies from noncompliance with environmental regulations. She also evaluates proposed reorganization plans for companies in Chapter 11 bankruptcy, specifically focusing on the likely impact of proposed plans on environmental and reclamation claims. Dr. Meyer holds a B.S. (1978) in Agricultural and Resource Economics with honors from the University of California, Berkeley and an M.S.   Brian G. Morrison
  Mr. Morrison specializes in the design and analysis of innovative approaches to preserving environmental quality, protecting health and safety, and managing natural resources. He has extensive experience in applied economics, risk analysis, and the development of outreach and guidance materials to support program implementation. Mr. Morrison is a graduate of Harvard University's John F. Kennedy School of Government, where he earned a Masters in Public Policy and was awarded a Harvard University fellowship.   James E. Neumann
  Mr. Neumann, specializes in environmental economics and policy analysis. Mr. Neuman's work at IEc has focused on air pollution control policy, cost-benefit and regulatory impact analysis, and other applications of environmental and health economics. Mr. Neumann holds a B.A. in Economics and Environmental Studies from Williams College and an M.P.A. in Public Affairs and Urban and Regional Planning from the Woodrow Wilson School of Public and International Affairs at Princeton University.   Robert W. Paterson
  Mr. Paterson's academic training and professional and research experience are in the areas of applied microeconomics and econometrics, with a focus on environmental and natural resource economics. His work at IEc covers a broad range of economic and other technical analyses for public and private clients such as the U.S. Fish and Wildlife Service, the U.S. Department of Justice, the National Park Service, Health Canada, the U.S. Environmental Protection Agency and several private law firms. Mr. Paterson holds a B.A. in Economics, with Distinction, from Colby College, and an M.S. in Resource Economics and Policy from the University of Maine, Orono. (rwp@indecon.com)

  Eric Ruder
  Mr. Ruder specializes in environmental policy and regulatory analysis. His work at IEc focuses on devising and testing alternative regulatory approaches intended to encourage facilities from a wide range of industrial sectors to achieve beyond-compliance performance. These approaches include a range of performance-based, voluntary programs and market-based incentives. Mr. Ruder also has extensive expertise in evaluating the costs and benefits of both alternative and traditional regulatory policies and in developing improved risk assessment techniques for policy applications. Mr. Ruder holds a B.A. in Environmental Science from Wesleyan University and an M.S. in Environmental Health Management from the Harvard University School of Public Health. (eruder@indecon.com)

  Andrew M. Schwarz
  Mr. Schwarz specializes in environmental policy analysis on a range of topics including program evaluation, strategic planning, performance measurement, risk communication, risk assessment, risk management, and the use of environmental indicators. He has more than twenty years of environmental policy consulting experience, working with clients in the U.S. and in Eastern Europe. Mr. Schwarz currently serves as IEc's Chief Information Officer as well as the Human Resources Officer and manages IEc's contracts with EPA's Office of Planning, Analysis, and Accountability and EPA's Great Lakes National Program Office. Mr. Schwarz holds a B.A. in Biology from Middlebury College; an M.S.T. in Environmental Education from Antioch University; an M.F.S. in Environmental Policy from the Yale School of Forestry and Environmental Studies; and an M.B.A. with a specialty in Finance from George Washington University.   Chiara Trabucchi
  Ms. Trabucchi's areas of expertise are finance, accounting, and environmental economics. Ms. Trabucchi is a recognized expert on financial assurance and federal financial indemnity models. She regularly consults on the interplay of financial responsibility and environmental disclosure requirements on various statutory regimes, including emerging policies for climate change. Ms. Trabucchi serves on several multi-stakeholder panels addressing the implications of financial responsibility on new and emerging technologies, and provides consulting support to public- and private-sector clients on business planning, corporate finance, and managerial cost accounting. Ms. Trabucchi holds a B.A., cum laude, in Political Science and a B.A., cum laude, in Foreign Languages from Clark University, and an M.B.A., high honors, from the Simmons School of Management.   Robert E. Unsworth
  Mr. Unsworth, IEc's President, specializes in the fields of natural resource economics and damage assessment, environmental benefits assessment, and environmental policy analysis. At IEc, Mr. Unsworth has participated in projects involving natural resource damage assessment (NRDA), cost benefit analysis of environmental regulations and policies, regional economic analysis, and regulatory economics. Mr. Unsworth is a recognized expert in the field of natural resource damage assessment. Mr. Unsworth holds a B.S. magna cum laude in Forestry from the State University of New York and an M.F.S. from Yale University. (reu@indecon.com)

  Thomas H. Walker
  Mr. Walker's practice involves regulatory analyses of environmental policies. Since joining IEc in 1982, he has directed numerous projects in the areas of risk-based environmental priority setting and economic analysis of environmental policies. His specialty is the development of analytical policy frameworks that explicitly address the uncertainties surrounding estimates of the costs and benefits of environmental regulatory decisions. Mr. Walker holds a B.A. in Economics and Political Science and an M.F.S. in Resource Economics, both from Yale University. Mr. Walker has also served as chair of the Conservation Commission in Lincoln, Massachusetts. He is currently working for the United Nations Compensation Commission in Geneva, Switzerland while on a leave of absence from IEc. (thw@indecon.com)
