Under the terms of the Government Performance and Results Act (GPRA) and the Office of Management and Budget's (OMB's) Performance Assessment Rating Tool (PART) process, federal agency offices must develop meaningful goals as well as performance measures and approaches to measuring progress in reaching these goals. These performance measures include those tracking program activities (outputs) as well as desired outcomes. In addition, programs need to develop efficiency measures as part of their responses to OMB. Efficiency measures calculate the ratio of an outcome or an output to a program input (generally cost or personnel) and are generally annual rather than long-term measures. The PART looks at all factors that affect and reflect program performance including program purpose and design, program management, and program results. PART evaluations help identify opportunities for programs to improve the effectiveness of their activities. IEc has a great deal of experience assisting programs in the identification and collection of effective performance measures and in preparing responses to OMB in the PART process. A representative sampling of these projects includes:

Preparing and delivering a training program on identifying performance measures for EPA's Office of the Administrator and Office of Research and Development;

Developing and facilitating a two day workshop to identify appropriate performance measures for the Office of Air and Radiation;

Evaluating the effectiveness of identified performance measures included in Program Office submissions as part of their response to the GPRA;

Assisting the Superfund Office in identifying appropriate efficiency measures for its PART response; and

Assisting EPA's Office of Research and Development and the Office of Radiation and Indoor Air in developing performance measures and preparing responses to the questions posed by the PART.
