  Strategic Planning

  As government agencies administer an increasingly complex array of programs and activities in conjunction with declining, or at least uncertain, budgets, they are recognizing the importance of developing and implementing long-range strategic plans. In the United States, the Government Performance and Results Act requires all federal agencies to develop such plans, as well as annual plans and annual reports to track progress toward specified goals. IEc works extensively with government clients at the state, federal, and international levels to develop long range strategic plans that can aid in establishing program priorities, making budget decisions, and identifying important emerging issues.

As the lead contractor to EPA's Office of Planning, Analysis, and Accountability, IEc has supported development of the Agency's Strategic Plan since 1999. IEc has provided analytic support to the design and implementation of the Plan as well as to the design and publication of the Plan documents. In addition, IEc helped develop Strategic Plans for EPA's Office of Grants and Debarment (and later helped implement performance measurement components of the Plan) and for the Ministry of the Environment of the Government of Hungary.
